National Integrity System Assessment in Estonia

Project has ended

TI Estonia is taking part in an international study project aimed at analyzing anti-corruption systems in 25 European countries simultaneously and following the same methodology.  

Project will run 24 months and is conducted with financial support from the Prevention of and Fight Against Crime Programme, European Commission - Directorate-General Justice, Freedom and Security.     

Project is coordinated by Transparency International Estonia (MTÜ Korruptsioonivaba Eesti). 

Essence

National Integrity System study can be regarded as an overall assessment of country’s institutions that should stand strong in the fight against corruption. If those institutions function in a proper manner they should form an integral and effective system and thus prevent and curb corruption. In a reverse situation the work of these institutions is hampered by insufficient regulations and not transparent activities thus resulting in widespread corruption in society.

The study is undertaken based on methodology created by Transparency International which consists a) an analysis of existing regulations and b) qualitative interviews to understand real life practices.

Opposed to corruption perceptions index (CPI) which measures perceived corruption in a country, NIS will provide objective data on strengths and weaknesses and give recommendations for future reforms in anti-corruption sphere. More detailed methodology can be accessed here

Since 2001 more than 50 NIS studies have been conducted all over the world.
